St. Louis County’s New Emergency Communications Center

The July 18 lunch meeting will feature the St. Louis County – New Emergency Communications Center which is currently under construction at Big Bend and Hannah Rd. The New ECC consolidated the County’s 911 call center and emergency operations center and houses the head-end radio equipment for the new interoperable radio system that will serve the five-county Metropolitan Area. The mission-critical facility is designed to sustain 24/7 operations and includes redundant utility and communication infrastructure, anti-terrorism force protection, blast and tornado resistance and LEED design features.

Tom Heinze has been a project manager for St. Louis County’s Design and Construction Division for 25 years. He has managed the design and construction of several new St. Louis County building and garage projects and addressed numerous maintenance issues. Tom is licensed as a civil engineer in Missouri and a structural engineer in Illinois.

A 1984 graduate of University of Kansas, Mike serves as the Director of Government Services for Ross & Baruzzini and the Director of the firm’s Critical Operations Design & Engineering Group. He currently serves as Principal-in-Charge for the firm’s contracts serving the USACE, NGA and the Veterans Administration. He is a registered architect in 13 states and is proud to have served twelve U.S. Military installations. He is a subject matter expert in mission critical facilities demanding 24/7 operations and has participated in the design of over forty mission critical facilities worldwide. Project types have included data centers, emergency operations centers, communications facilities, 911 call centers, hospitals, reserve centers, and aviation facilities in 28 states and as well as Qatar and Abu Dhabi.
